I Parley Wiberg, would like to say thank you for the 10-07 scholarship. I’m grateful for the opportunity to be a part of 10-07 community in remembering Toby in all that he stood for and has done for the community and others. I hope to be like Toby and be a positive influence on fellow officers and individuals that I come in contact with. I will do my best to serve and help individuals in moments of need. I thank you for the love and support, I aim to push it forward.
